Who are David Marshall Sr. and Dr. Ralph Heap?
David Marshall Sr. is a U.S. Air Force veteran, retired police officer, pastor, and conservative state legislator from Snowflake. Dr. Ralph Heap is a fourth-generation Arizonan, orthopedic surgeon, pastor, medical missionary, and fellow conservative lawmaker. Both are proven, principled leaders who serve with humility, integrity, and boldness.
They are running together to restore accountability, fight rate hikes, oppose ESG mandates, and put Arizona ratepayers first.
What are “ESG mandates,” and why do they matter?
ESG stands for Environmental, Social, and Governance — a political scoring system used by corporations, banks, and now some regulators to push woke agendas. These mandates often prioritize global climate goals over local economic realities, and they can lead to forced green energy transitions, higher rates, and restricted access to water or gas.
Marshall and Heap believe Arizona’s energy and water policies should be made by Arizonans — not by out-of-state activists or Wall Street consultants.
