David Marshall Sr. is a decorated veteran, retired law enforcement officer, ordained pastor, and conservative state legislator with a lifelong commitment to service, faith, and constitutional values. A resident of Snowflake, Arizona for over 23 years, David is now stepping up to serve at the statewide level by running for the Arizona Corporation Commission — to bring transparency, accountability, and Arizona-first leadership back to one of the state’s most powerful regulatory bodies.
Born in Bethesda, Maryland and raised in California, David grew up in a patriotic, service-oriented household. His father served in the United States Marine Corps, instilling in him a strong sense of duty and discipline. After graduating high school in Santa Ana, David joined the United States Air Force, serving honorably before continuing his service as an officer in the Santa Ana Police Department. There, he worked in narcotics, gang suppression, and the city’s graffiti task force, ultimately earning the rank of Corporal and serving as a Field Training Officer before retiring in 1996.
In 1999, David and his family moved to Snowflake, Arizona, where they launched a Christ-centered safe house for battered women, operating the ministry for seven years. In 2005, he was ordained as pastor of Calvary Chapel Snowflake, where he continues to serve and shepherd his community today.
David was elected to the Arizona House of Representatives in 2022 and reelected in 2024, representing the rural, hardworking values of Legislative District 7. At the Capitol, he has been a steadfast defender of the U.S. Constitution, individual liberty, school choice, election integrity, and parental rights. Now, he’s bringing that same resolve to the Arizona Corporation Commission.
As a Corporation Commissioner, David will:
