Clean Elections
David Marshall Sr. and Dr. Ralph Heap are Clean Elections Candidates
What Is Clean Elections?
Many Arizonans don’t realize it, but there’s a way to run for office without taking a single penny from corporations, unions, or lobbyists. It’s called the Citizens Clean Elections program, and it allows candidates like David Marshall Sr. and Dr. Ralph Heap to run a truly grassroots, people-powered campaign.
Created by Arizona voters in 1998, the Clean Elections system provides public funding to candidates who agree to strict guidelines — including rejecting PAC money and collecting a specific number of $5 contributions from voters like you.
You can begin giving $5 contributions in early August of 2025. If you would like to be notified as soon as the contribution period opens, please sign up using the form below.

Why It Matters
This race isn’t just about winning a seat — it’s about restoring trust, accountability, and independence to the Arizona Corporation Commission. While other candidates rely on high-dollar donors and utility-backed insiders, Marshall and Heap are running clean to represent you, not the powerful.
They’re standing up to the system — and that starts with you standing with them.
